This has nothing to do with the use of enum; you could equally write:
#define CP1OEN (1 << 0)
#define T0E    (1 << 1)
#define INT0E  (1 << 2)
etc, ...


A potential advantage is that it can allow a debugger to be able to display the symbolic names for the constants - Borland and MSVC do this but, unfortunately, Keil misses the opportunity. :-(
