You have to install the various SiLabs tools. I forget which one, exactly (maybe the Keil Driver? Config Wizard? Who can tell? I installed 'em all), installs the Right Stuff in your Keil install directory, but once it's installed, the '340 will appear as one of the device options in the list of Silicon Labs parts.

Note that the Target dialog for the '340 will show an incorrect amount of On-chip ROM and On-Chip XRAM -- it showed 0x0-0x7FFF for the onchip ROM and 0x0-0x7FF for the On-Chio XRAM, both of which are half of the real size. I had to use File|Device Database to edit the Device Database so the correct values (which are fed into the linker) are displayed.
