Depending on the definition of "lead project engineer", most of this could be understadable - a "lead project engineer" could be really just a manager with a technical "overview" who wouldn't necessarily be expected to know all these details...

But that benefit of the doubt is totally scuppered by:
Who decides the interfaces for the software modules?
I do.

Surely, he'd need to know the details to define the interfaces?!
