I guess you can use IR sensing. you can put IR-sensors at the level you desire. normally, when water is not upto that level, there would be continuous communication between IR-sensors. but when water reach that level or above, the communication is broken or the signal received at IR-detector will be changed (will be low). so, by measuring the differences in the signal strength for the two cases, you can sense the H20 level.


(and dont forget to seal your sensors in water-tight containers. :-;)
