SAFETY EARTH and NEUTRAL are connected in your energy meter.

TN-S mains structure I talked about in my last post, which is mostly used in Germany has a connection of NEUTRAL and SAFETY EARTH where the mains cable enters the house. This scheme and some additional useful information can be seen here:

The correct name for SAFETY EARTH is PROTECTIVE EARTH (PE) by the way. I called it SAFETY EARTH here to focuse on the fact that violation of the according safety issues can make you die.
Where a NEUTRAL (N) and a PROTECIVE EARTH (PE) is used in a house, both must have a star point connection somewhere in the house (best where the mains cable enters the house), because otherwise a short circuit from PHASE (L1, L2 or L3) to PROTECTIVE EARTH (PE) would not make the according fuse to blow. This can only happen, if the NEUTRAL (N) is connected to PROTECTIVE EARTH (PE).
