This method is not a reliable way ,anyway it works for DIY prototypiong.
From my experience with DIY Toner Transfer method i could give you some advices that worked for me :

First Heat the initial PCB with an iron about 10-20 mins using a paper in between the iron and PCB.
Then put the Printed Paper on the pcb and continue heating the paper for about 1 mins then move the Iron from place to place for about 10 mins.
it is much beter to wait for the pcb to get cold before taking the paper apart.

another adivce :
make your Cadware to Print Holes ,this will help you much when you're drilling.
