Just to make sure you installed it correctly. Take a look at the manual at page 17 section 2.4.6 which states:
2. Adjust your environment variable PATH to include the location of the bin directory or start sdcc using the
full path.

This is of course if you got the zip file instead of the full on setup described in section 2.4.7. The manual can be had here:

To adjust PATH for windows XP (they have other pages for 7) or to see that PATH is configured properly take a look here:

This could be your problem.
