No, it's not necessary - often not even useful - to have every conceivable detail.

But I think it's perfectly valid for someone to come and give sufficient information and ask for guiance in choosing from the options.

The real problem is not people giving too much detail but - as here - providing totally inadequate detail.

Disagree: I think not knowing which one to use is a perfectly valid reason for coming and asking - but only if sufficient details of the requirements & constraints are provided.
