I assume you are using the ICE Supplied Software not running it in Keil? I do not think Keil cares is there environment works with SDCC ( But I could be wrong.

If SDCC is missing some thing ( Your ICE manufacturer should know why it does not work with SDCC)

You can try to set a manual break point at the interrupt vector and single step from there
