THe 'V' starts up in Block1, where the default bootloader is programmed in factory; that bootloader waits a few 10s of ms for 'U' to arrive on RxD and then switches to Block0. Erasing Block1, there is nothing to switch to Block0. You need to reprogram the bootloader to Block1 after chiperase. You can either read it out from a fresh chip, or download a (slightly crippled (*)) version 5 from NXP's website.
