I can not say why, but I guess that this is because good looking code is so much more readable and thus makes errors stand out and be fixed immediately.

I think it is sympomatic:
  • Someone who has taken the time to lay-out their code neatly, and comment it clearly, has probably paid a similar amount of attention to ensuring that it is actually correct;

  • Someone who presents sloppy code - especially for others to view - has probably not taken much care with it at all.
