IMHO a neat program makes a happy programmer.
A correct program keeps everyone happy.

Just looking at a page of code without even reading it, if it looks good, it is better. True 99% of the time.

I can not say why, but I guess that this is because good looking code is so much more readable and thus makes errors stand out and be fixed immediately.
