Surely you will have to run your product through a set of verification and regression tests! After a compiler change, a full test should be undertaken, whereas a two line change may call for only a small subset of the test. That difference in testing may justify a Keil license. On the other hand, if you are going to use a newer version of Keil, then you may have to treat it like a compiler change anyway.
