and that has
On Board IN-circuit programmer consisting AT89C2051 and MAX232.

So he will need the software that talks to the AT89C2051, which does the UART-SPI work. It is unlikely to be a USB specific issue at all.
The Board Vendor should of course provide the software to talk to the programmed AT89C2051.
