Private sector jobs: the salary is supply and demand. Your degree may get you a job, but raises are by group or individual merit.

Union jobs are by contract and seniority.

The Government: We have a civil service system to avoid nepotism and other games. The jobs are all given zones. A given zone gets a given pay. After you get the job by civil service test or qualification, you get the pay based on the zone. To move up you need to find a position and apply for it.
That is a quick over view.
