Here salary is made by Govt. If you go for any Govt. job this concept is strictly followed.

For example, there are two person one done Masters and second person done Bachelor.
Master will get higher salary and designation as compared to Bachelor. Even if Bachelor is doing great but he cant go ahead. This is what Indian system.
