Unfortunately that is not true. Maybe the cable contains the EEPROM, I haven't checked.

The fullspeed FT232R chip does have the EEPROM internally as well as an oscillator.
The hispeed FT232H chip has no EEPROM inside but can use an external one and it needs an external crystal.
