I think it's changed a bit since then!

Stellaris uses a different compiler from the DSPs, and the interface is now Eclipse.

Well I am generally interested in taking a look at some very low cost boards to learn on. There are a number of STM32 type boards on eBay...

The lowest cost STM32 board is ST's own Discovery board ~ $12 including debug adaptor:

Distributors often gives these away for free - I've got a couple!

OK, nothing fancy like that - but I'd have thought you'd have that kind of stuff to hand anyhow...?
