PC psu are smps they do need a minimum load to be able to regulate the voltages but all PC psu that i know of have low value hi wattage bleeder resistors on the out put lines so we don't have to worry about preload but i would'nt connect my smps to heavy load during turn on eg. connect a load of abut 200w to a 250w psu and plug it in power line, doing so might blow an out put switcher or two! inside the PC the bios apply power to it's peripheral in sequence not all at once
