There are already a few "free" IP cores available, along with compilers, test programs, etc. One fellow has even created a website using a single FPGA demo board running his version of the MIPS. It's available on OpenCores and is called mlite.

The reason that might be of interest is because there's a simulator (ModelSim) that simulates it, and there's a simulator for that core that runs on the PC. If you want to generate a verifiable emulator, that's an easy way to get started, and the MIPS seems to meet your other constraints.
