The hfe curves in the datasheet let you determine the base current for your application. Once you know the base current, you can design a base drive circuit that provides enough base current. As you want to drive the transistor fully on, I would use an HFE of 10 for saturating the ZTX450.

Be aware that although the specified maximum motor current may be 0.6A, the motor may draw more current during startup or when stalled. If it's not in the datasheet, I would put a multimeter across the motor and measure the winding resistance. I would use this to calculate the maximum current.
