Debouncing? I'd have thought that the 8042 or whatever takes its place handles that, as it's not possible for it to produce an unambiguous output if it doesn't properly debounce the scan.

Have you and experience/evidence that there's a debouncing issue?

The PC/AT keyboard produces a code that identifies which key is pressed and when, and which key is released, and when. There should be no bounce in that at all.
