WHY do you have to convert the duty cycle of a 10 kHz. PWM to a precise analog signal why can you not work with the pulses directly.

How.
1) how precise? the standard way is a resistor and a capacitor.
2) I would, if any precision was required, measure the pulse with in a uC and drive a DAC based on that.
