If one had a device similar to the Data I/O UniSite, which has analog pin drivers for every pin, and can read the device response in real time, one could simply send a set of test vectors and verify that the device is what it claims.

I've occasionally worked on a design for such a device, on behalf of a colleague, whose client sometimes has money and sometimes doesn't, but who sells oversupply/surplus devices for the repair/replacment/maintenance market. It's not a cheap proposition, though. Just look at what the UniSite costs.
