There are "designers" which connect a cap in that way, or between the both inputs of OPamp sometimes. But this is crap!! Knows the hell where they have found this recommended... It can cure an instability problem, but then they cure a mistake by another mistake, following the motto "Two mistakes will vanish...". This is all crap! Do never connect a cap from inverting pin of OPamp to ground!
