Why not just have any Thread that gains more than, say, 3 negative votes close automatically?

The OP could be automatically notified by email.
I think this would be particularly useful for the 'Didn't Search First', 'Gimmee Code', 'Off-Topic' and 'Homework' votes - the email would explain why these are considered inappropriate.

The moderators could also be notified automatically, and could reopen the thread if it seemed appropriate.
