Nice story.
But it has perhaps a technical solution. Give out the disabled RFID tags, and if they are within 200ft, brighten up the display. Give out the cops different RFID's and if they are within sight, reduce brightness. A disabled cop is a problem :-))) You will make fortune from my idea, remember my words. Just kidding. Late here.
