You can cover the range 0 to 2000mS/cm with 6 bits. Or with 8 bits. Or with 16 bits.

The range doesn't matter for the number of bits.

The number of bits controls the resolution - the size of the staircase steps.

And to make use of many bits of resolution, you also need the signal to be well-controlled and with low noise, and the sensor linear, to make sure that you have precision enough to make use of extra resolution.
