Who made that comment? Why didn't you ask them to explain it?!

In that case, a buffer would be to match the amplifier's output characteristics (impedance, etc) to the filter's input characteristics.
But, since you are designing both the amplifier and the filter, why not just design them to be compatible in the first place?

Does it really have to be a separate amplifier & filter? Can you not design a suitable active filter - ie, an amplifier with a suitably-shaped frequency response?

And the o/p of signal processing circuit would be going to an ADC

The major ADC manufacturers have extensive resources for designing the "input conditioning" for their products - have you looked there?
