No, that's not the case.

USB2.0 is a *specification*, which allows devices to implement ANY of the three speeds - Low (1.5Mbit/s), Full (12Mbit/s), High (480Mbit/s). Even a device supporting *only* Low speed can be USB2.0 compliant.

This is a very widespread mistake. The vendors often abuse this misconception.
