I went through the manual for Protel 99 and can find nothing about importing other formats of libraries. If the Altium manual also makes no mention of importing libraries, look up the term "project library," or "saving a project library." That may give you a means of getting where you want to be.

One bit of warning. Protel 99, and I imagine Altium too, errantly calls the PCB library components "footprints" instead of "land patterns." That may not be a meaningful distinction for you, but if it is you need to know what they actually mean.
