Raghu,

If I remember correctly, a DC motor's speed is voltage dependent. So you slowly ramp up the voltage until you reach the speed that you desire. The startup current is defined as I = (load Torque)x(Torque constant for the motor) + (motor no load startup current).
The manufacturer should be able to give you the Torque constant and the no load startup current(stall current).
