What do you mean by that?

I have found the MS VS Express editions very easy to install and use - and well-supported by examples, tutorials, etc from both MS themselves and "the community" at large.

Per has previously recommended the Code::Blocks IDE paired with the MinGW (Minimalist Gnu for Windows) port of the gcc compiler:
