They are stupid and have been stupid for quite some time.

I had an old project that required 16-bit code generation.

Because of company mergers etc, we needed a new license. But Borland could only supply the newer Windows license that only produced 32-bit Windows code, while our tools used 16-bit MS-DOS code for an embedded target.

So I called them and asked if it was ok to buy a 32-bit (expensive license) and then ditch it and make a copy of the older 16-bit-compatible compiler. They obviously thought that that was piracy, even if getting payed for the correct number of licenses, and even if not being able to sell any 16-bit capable license. Stupid people is a great way to kill a company. Borland collected a number of truly, magnificently, stupid people in a number of positions. Best of all was when economical management decided that they were no longer allowed to acknowledge to bugs (since bugs could affect stock value (?)), in which case you maybe could see a bug fix in a newer release but without getting it documented, and without being able to contact support before to get help.
