Some laser diodes are designed for continuous operation, and some are designed specifically for pulsed operation.

One reason for pulsed operation is when the laser is designed for a wavelength that can't be generated with the power levels the laser can survive continuously.

But that is something the datasheet contains information about. And there is no use to spend time with very expensive laser diodes unless there is a datasheet available. When using a cheap laser pointer, all the user can do is hope for the best.
