I'd like to suggest that the dam is near to Cambridge where you are. Now where will you stand when at the end of the rubber pipe when you are ready to hoist it up 15 meters?

Will you manage to keep the pipe at a relative constant altitude above sea level as its snakes its way very nearly 75 times around the earth?

A practical rubber pipe to make and handle may be 75cm in diameter on the inside. At what length will total friction to the flow overwhelm the pressure at the head end such that flow ceases?

Just some things I'm wondering about.
