Usually, yes. It means that the driver manufacturer didn't pay the protection m^H^H^H^H^H^H^H^H^H^H^H^H fees to have Microsoft put their logo on the drivers.

Possibly. You may want to set a system restore point (Programs->Accessories->System Tools) before installing the driver. That way, it doesn't matter if the deinstallation routine messes up - you can just restore the state of Windows before the installation.
