Of course the PRC firms want large volume. However, they can build boards with tolerances no U.S. maker will guarantee, and very tight tolerance on solder mask, which is critical with BGA packages. Use the www to find board makers in Korea or China. They'll provide adequate product at lowest cost in the shortest time. Shipping to the U.S. has been the biggest component in the cost up to now.
