Putting "normal" switched in signal lines (like I2C) is not usually a good idea - the contacts just aren't designed for that kind of thing.

Instead, why not have a link or switch connected to the EEPROM's address-select pin(s) - such that only 1 EEPROM at any time has the "right" address and, therefore, only that EEPROM will respond to the processor.

That should require no changes in the processor.
