A WiFi Node MUST talk to the Access point. Forget TCP/IP, APR, and UDP. The low level protocol requires 2 way com. It is spread spectrum it must follow the Hop sequence. It must handle collisions.
Now if you want to TX Only go ahead. There is most likely no cost savings for the manufacturer.

If you are looking for TX Only 2.4Ghz data transmitters that is another story. They actually exist.
