1. If you are not looking at building your own ethernet interface from scratch, you can buy a serial to ethernet converter. At the other end, you can have another converter to connect to another controller. You can have a LAN/WAN connectivity this way, and can insert routers/bridges wherever you want. It works like a normal network. You can have one or may PCs in this network and can access the MCU through sockets. It is easy to write this kind of code in VB. If you need help, contact me. You can even connect through web through a server software to avoid port forwarding issues. ie: devices can simply connect to an ADSL router, and you can have them talking through a portal/socket-server running in a web server (ie: socket-server with public IP address, and devices with non-public addresses!!). serial to ethernet converter / device-driver cards are available from 50 USD to 150 USD)

2. If you want to build the cheapest connectivity yourself, go for PIC. It doesn't have autonegotiation as far as I know. But the support is good. You can have a working system in a day or two.

3. Next economical option is WIZNET. Go for a chip or go for an assembled card. chip+magnetics will cost you Rs 550 In India. Assembled ones will cost Rs 1300 in India (5 USD and 15 USD original price).

I have also tried other solutions. The difference is in supported protocols, autonegotiation, data throughput, media interface, cost etc. Let me know if you need more information.
