Oh, my goodness. After reading some of the replies and realizing that any idiom used will probably confuse someone residing somewhere in the world...
Perhaps: "The Tax people may not require us to invoice you and therefore collect taxes on this product if we declare the consignment as free samples." In the USA you would replace "the tax people" with "the IRS". (Internal Revenue Service) |
