all you need is an SCR across the input, triggered by a voltage divider on the output. This may be a bit trickier on switchers than on linears, since they have, typically, an order of magnitude, or two, greater ripple on the output than a linear, but that can be controlled. If the output goes higher than you want, it will take out the fuse, provided there is one on the input.
