There are open source tools for ARM 7/9 contollers. I use Eclipse IDE/GCC C compiler/GDB debugger/OpenOCD JTAG (search for GNUARM and YAGARTO), along with the Olimex ARM-USB-OCD JTAG hardware pod (cheap). It takes some time to get it to work but if you want to trade time for money (and have a lot of patience) it's a good deal.
