I guess it depends on what they want to emphasise. I've seen some dissertations with page after page after page of references. I cited 17 in mine, and only three of them were from published journal or conference proceeding articles (and one of those was the article Earnshaw published in 1842). From opbservation and (soon to be ??) experience, our folks are more interested in seeing if you know what everyone else has done than whether what you have done is worthwhile and extends knowledge.
