Don't you mean Brian W. Kernighan and Dennis M. Ritchie ?
These were the guys who actually created the 'C' programming language - so they should know a thing or two about it!

This is pretty much the "bible" of the 'C' programming language - commonly referred to as "K&R" (short for "Kernighan & Ritchie")

Almost certainly not - it is a copyright work, and to do so would infringe that copyright.

Unless you are sure that it has been released under some kind of "open-source" or "creative commons" licence for free distribution?

The best thing to do would be to provide a full reference - including publisher and ISBN - so that people could order it from their local bookseller, or borrow it from their local library.
