All this guy is saying is that logical arguments which start with invalid assumptions lead to invalid conclusions. "Garbage in, garbage out", if you will. Here's an example he uses in an extended passage that includes the quoted sentence:

On the assumption that a man has two ears, it is good logic that three men have six ears, but on the assumption that a man has four ears, it is equally good logic that three men have twelve.
