buy an 'inverter' also known as a "variable speed drive" you will get it solved cheaper than with any homemade rig (which will take you ages to get right). Inverters are priced based on the amperage they can handle but I have bought them at $200 -up. Have a look at ABB (Asea Brown Boveri), in the days I did such, they were the best value for money.
