Since my studying is about design and control of high speed axial flux starter/generator, and the project is for 3rd world countries, I will investigate designing a small fan for you that works on 600mV saving you the losses and cost due to dc/dc converters.
For advancement in magnet materials like NdFeB it is possible to design very efficient sensorless brushless ironless stator machines with over 95% efficiency. The challenge is to find controller and switches that work on 0.6Vdc. I could try voltage doublers to power the controller and drive mosfets.
I need further information like:
Maximum speed required
Maximum torque output
Maximum size of the machine
