In that case, the "design" is paramount; writing the HTML is a mere implementation detail. Sayings like, "You don't get a second chance to make a first impression" really do count here! People will be put off if it looks like something that's been knocked-up by an engineer with some freebie off the front of a magazine. And, as Steve says, shops and accounts needs proper stuff.
